TALLAHASSEE, Fla., Jan. 27, 2014 /PRNewswire/ -- In hopes of providing a simple non-partisan solution for the way Congress does business, Single Subject Amendment, a Super PAC, is spearheading an effort to add an amendment to the United States Constitution. This amendment would provide that no bill introduced in Congress shall become law if it pertains to more than one subject, which must be clearly expressed in the bill's title. Although 41 states have a single subject provision in their state constitution, this provision is missing in the U.S. Constitution. Congress has never proposed a single subject amendment to the U.S. Constitution and no state, until now, has ever introduced legislation applying for an Article V convention to propose this amendment.
At the request of Single Subject Amendment, Florida State Representative Halsey Beshears and Senator Wilton Simpson have introduced bills (House Memorial 261 and Senate Memorial 368, respectively) for the 2014 session of the Florida Legislature calling for an Article V Convention to propose the amendment. There are only two ways the U.S. Constitution can be amended, so letters have been mailed to the leaders of all the other 49 state legislatures asking that a bill, similar to the bills in Florida, be introduced and passed in their respective legislatures. Letters have also been delivered to several members of the Florida Congressional delegation requesting the introduction of a bill in Congress proposing the amendment.
"A single subject amendment would eliminate unrelated riders to important bills and reduce pork barrel spending, the use of earmarks and logrolling," said W. Spider Webb, Jr., CEO and Founder of Single Subject Amendment. "Too often, important 'must-pass' legislation is overloaded with completely unrelated items, which cannot pass on their own merits and are oftentimes for the benefit of a few at the unnecessary expense of the rest."
Single Subject Amendment hopes that a single subject-title amendment to the U. S. Constitution will serve as a catalyst to unite both political parties in Congress, so that together they can reach an agreement on a practical solution for breaking the gridlock in Washington, thereby improving the legislative process and the way Americans view Congress.
