Canada Working with Honduras to Strengthen its Public Health Services

With Canada's support, Honduras will build an effective integrated public health system

TEGUCIGALPA, HONDURAS -- (Marketwired) -- 01/27/14 -- DFATD

The Honourable Lynne Yelich, Minister of State (Foreign Affairs and Consular), today announced Canadian support for a more reliable and robust Honduran health system.

"Accurate health information is essential to identify health needs, plan health care delivery and measure results," said Minister Yelich. "Canada, under the leadership of Prime Minister Harper, is working with global partners to effectively plan and deliver their maternal, newborn, and child health services and to demonstrate measurable results."

Through Canada's support, the Government of Honduras will be better able to plan and allocate existing resources to those areas in which health care services are most needed. The integrated public health system, along with an innovative information and communication technology system, will improve health system governance by improving the government's capacity to collect and analyze health data.

"In line with Canada's continued commitment to the health of mothers and children, the project will particularly concentrate its efforts on improving maternal and child health data collection," said Minister Yelich.

This project is another example of Canada's world leadership in maternal, newborn, and child health, and part of our commitments under the Canadian-led Muskoka Initiative, as well as the United Nations Commission on Information and Accountability for Women's and Children's Health (co-chaired by Prime Minister Stephen Harper). This project is part of a greater emphasis by Canada to allocate resources to vital statistics, health indicators, and innovation.

This announcement also supports Canada's Strategy for Engagement in the Americas - a foreign policy priority since 2007 - with the vision of a more prosperous secure and democratic hemisphere. In particular, today's announcement will advance Canada's commitment to strengthen institutions in the region and to improve the socioeconomic conditions and the protection of the rights of women, children, youth and other vulnerable groups. Canada remains committed to the Americas and to working with its partners to increase economic opportunity, strengthen security and institutions and foster lasting relationships. Since 2007, the Government of Canada has invested over $4 billion in total international assistance in the Americas.

Today's announcement is for $16.5 million over five years in support of the Strengthening the Integrated Health Information System project in Honduras.

The project will improve the capacity of the Government of Honduras to standardize the collection of health data; procure, install, and maintain an innovative information and communication technology system; analyze data; and use this information as the basis for planning and resource allocation in the health sector. The project will particularly concentrate its efforts on improving maternal and child health data collection. The improved integrated public Health Information System in Honduras will ensure that national health policies and programs targeting quality health care to mothers and children are based on accurate and reliable data.

With Canada's support the public health system in Honduras will meet the reporting standards of the World Health Organization and the Pan-American Health Organization. The implementation of this project will also help to increase the transparency of strategic and financial planning and monitoring in Honduras's health system.

A Canadian executing agency for this project will be selected through a competitive process.

Project activities will include:

-- providing technical assistance to Honduras's Ministry of Health staff in
    developing standards and methodologies for data collection, processing,
    dissemination, and monitoring;
-- providing training to Ministry of Health staff for the application of
    standards and methodologies;
-- providing technical assistance to Ministry of Health staff in defining,
    procuring, and installing information and communication technology
    equipment, as well as using and maintaining the system;
-- providing technical assistance and training to Ministry of Health staff
    on data analysis; and
-- delivering training on the use of health information in strategic
    planning, resource allocation, and programming for select Ministry of
    Health senior and middle managers.

This project is aligned with Canada's world-leading efforts in improving maternal, newborn, and child health. One of Canada's main commitments is to assist developing countries in strengthening their health systems by working with partners to:

-- support national plans and priorities regarding maternal, newborn, and
    child health;
-- fill gaps in health systems (for example, by training more health
    workers, increasing access to health facilities, ensuring health
    facilities and personnel are sufficiently equipped, and implementing
    monitoring and evaluation mechanisms); and
--  expand access to services.

Today's announcement supports Canada's Strategy for Engagement in the Americas. In 2007, the Prime Minister announced that reviving and expanding Canadian engagement in the Americas was a foreign policy priority. Canada's commitment to the Americas has never been stronger, and we remain steadfast in our commitment to play a bigger role in the hemisphere, and to do so for the long term. Canada's Strategy for Engagement in the Americas focuses on three goals:

--  increasing mutual economic opportunity;
-- addressing insecurity and advancing freedom, democracy, human rights and
    the rule of law; and
--  fostering lasting relationships.

Today we can collect lots and lots of performance data. We build beautiful dashboards and even have fancy query languages to access and transform the data. Still performance data is a secret language only a couple of people understand. The more business becomes digital the more stakeholders are interested in this data including how it relates to business. Some of these people have never used a monitoring tool before. They have a question on their mind like “How is my application doing” but no id...
