California Legislators Hold Press Conference and Informational Briefing on Voluntary Home Visiting Programs in California

Events will provide awareness, examine the benefits and promote high-quality voluntary home visiting programs statewide

SACRAMENTO, Calif., Feb. 25, 2014 /PRNewswire/ -- Assemblymember Richard Pan, MD will be joined by Senator Carol Liu, Assemblymember Anthony Rendon and other notable children's health, education and safety advocates to educate and inform the public and elected members about the many benefits derived from Voluntary Home Visiting programs currently taking place in California.  The press event will also include First 5 LA Executive Director, Kim Belshe and Larry Morse, Merced County District Attorney.

An informational briefing will take place immediately after the press conference in State Capitol Room 127 hosted by Assemblymember Richard Pan, and will feature experts on infant / maternal health, education, public safety along with those that have personally participated in Voluntary Home Visiting. 

Commenting on the success of Voluntary Home Visiting programs in California, Assemblymember Richard Pan noted: "As a pediatrician, I know how important early childhood experiences can be when it comes to their development. Spending on home visiting programs provides large returns to the public and it is an investment which helps create a better future for our state."

Larry Morse, Merced County District Attorney pointed to the remarkable research performed by the Nurse Family Partnership that supports Home Visiting Programs saying, "Children who were abused and neglected had almost twice the odds of being arrested as a juvenile while home visiting cuts arrest of at-risk kids by 59%.  The more our society can provide and utilize home visiting, the more we enhance public safety."

Home visiting programs offer family support and coaching and include a broad range of services, such as consultations for pregnant women, newborn visits, and health and education services for children up to 5 years old and their families. Studies and research demonstrate that providing support and information during the first five years of a child's development results in improved family and child outcomes, including healthier children, increased school readiness, improved maternal health and fewer children in social welfare and juvenile corrections systems. Home visiting programs often reduce new born readmissions and emergency room services. As a result, studies show, home visiting programs lead to significant cost savings at the county, state, and federal levels.

Because these first, formative years of a child's life are critical to healthy behavioral, cognitive and social development, home visiting programs help establish the foundation for later success in school and life and are an important component of California's early childhood development system.

At the informational briefing, experts will also focus on the revenue streams that support these programs along with research that points to societal benefits derived from Home Visiting.  The informational briefing will provide key insights and research findings that support how these programs contribute to child health and safety, enhanced education and an increase in public safety.
