Affiniti LLC, a leading broadband services provider that serves rural and underserved communities nationally, today announced it has appointed Cynthia Schultz, a preeminent E-Rate and BTOP expert, to be Affiniti’s General Counsel and Chief Compliance Officer. She is known for her risk, compliance, business and political acumen with in-depth knowledge of federal regulatory and compliance requirements governing broadband, communications, and technology sectors.

Schultz served as Director of Compliance and Audits for the Broadband Technology Opportunities Program (BTOP) at the National Telecommunications & Information Administration (NTIA). Before joining NTIA, Schultz was a Partner with Patton Boggs, LLP, a leading international law firm,, where she specialized in technology and telecommunications law and her practice focused on FCC Universal Service matters and E-rate compliance.
As the former Director of Contract Oversight and Service Provider Support at the Universal Service Administrative Company (USAC), Schultz managed E-Rate Program operations impacting service providers and acted as the sole SLD liaison and advocate for the service provider community on FCC regulatory compliance, policy issues, and regulatory and E-rate programmatic changes. Prior to USAC, she served in senior management in the National Competition and Regulatory Policy Group at WorldCom and as Associate Counsel in the Law and Public Policy Division of MCI.
Prior to her work in telecommunications and technology, she served as a Trial Attorney in the distinguished Attorney General’s Honors Program in the U.S. Department of Justice, Civil Division, where she was lead litigator for Customs fraud and international trade cases.
Schultz received her J.D. from the American University Washington College of Law and her B.A. from George Washington University and has studied law and international economics in Germany, China, and Belgium.
