California Department of Corrections and Rehabilitation Selects Efforts to Outcomes (ETO®) software to Support Outcomes Case Management

Social Solutions Global, Inc. (SSG), the leading provider of performance management software for human services, is proud to announce the California Department of Corrections and Rehabilitation (CDCR) has selected Efforts to Outcomes (ETO®) software to support outcomes case management for its statewide Automated Re-entry Management System (ARMS).

Drawing from The Future of California Corrections Blueprint, this initiative supports highly-individualized rehabilitation services through the use of evidenced based programming to offenders in Alternative Custody in state-contracted rehabilitation programs, across 22 defined program areas. By leveraging research-based ETO Performance Models, the State is able to implement a software solution rapidly while more effectively managing the contracted services aimed at reducing recidivism. Though services will be highly individualized at the local level—across providers, programs and communities throughout the state of California—outcomes will be measured and managed in a common way, to ensure meaningful, accurate, actionable reporting.

Social Solutions has a long history of large-scale projects with high-performing agencies and initiatives in California, such as California Connected by 25, LA Gang Reduction and Youth Development (GRYD), the California Department of Public Health’s Home Visiting Program, LA Universal Preschools (LAUP), LA Promise Zone/Youth Policy Institute, First 5 Contra Costa, and multiple Promise Neighborhoods efforts.

“The California Department of Corrections and Rehabilitation has chosen ETO software because we believe the system will support our ongoing efforts to reduce recidivism,” said Millicent Tidwell, Director, Division of Rehabilitative Programs, CDCR. “The solution will play an integral role in establishing evidence-based research to determine and improve the impact of offender programs that will adapt and grow with our agency and better support programs and processes to promote shared responsibility for community safety.”

“Social Solutions was founded over a decade ago with the mission of transforming the human services sector to be more outcomes-oriented, evidence-based, and as a result high-performing, but with Performance Models we have reshaped our strategy for achieving this entirely,” said Scott Johnson, CEO of Social Solutions. “Performance Models like the one utilized at the California Department of Corrections and Rehabilitation enable large-scale public sector agencies, from the city of Philadelphia to the State of California, to rapidly deploy pre-configured but flexible models that can track highly-individualized, locally-driven services at the participant level while reporting on common outcomes at the aggregate level, across multiple sites and programs. Performance Models will change the way the government strives to foster innovation, use of evidence, transparency, accountability and ultimately: transformative impact, in areas such as recidivism reduction. We’re already seeing a lot of interest from both federal agencies and members of Congress.”

Digital Transformation means: handling all the data types being found and created in the organizat...
