The Hoover Institution is pleased to announce the launch of Peregrine, a new bi-monthly online journal about US immigration policy that provides background facts, surveys, and opinion essays by scholars from a variety of perspectives. Each issue of Peregrine addresses a different aspect of immigration, looking to educate as well as identify areas of agreement among experts and the public on incremental policy changes.
“Immigration policy has been controversial for years. However, immigration in the United States is a much bigger, more complex issue than the hot-button topic of ‘illegals,’” according to Tim Kane, Hoover research fellow and editor of Peregrine. “What’s unique about Peregrine is the fact that it shares a myriad of perspectives as scholars left, right, and center propose and vote on a wide array of immigration policy reforms.”
The starting point for Peregrine is an awareness of America’s unique status as a nation of immigrants. From pilgrims to pioneers to huddled masses yearning to breathe free, Americans are a peregrine people. The country’s pathway to citizenship has been open for centuries and now welcomes more than one million foreigners as permanent, legal residents every year. The United States is also a nation of laws, balancing natural rights with sovereign democracy. To maintain America’s strengths as a nation of immigrants and a democracy of laws, Peregrine provides an arena in which the best reform ideas will be published, discussed, and analyzed.
The inaugural issue takes up the question: “What is the appropriate scale of legal migration to the U.S.?” This free journal is published online and will also be available as a downloadable PDF. Future issues will delve into border security, assimilation, working visas, and comprehensive versus incremental reform.
The journal relies on contributions from the membership of Hoover's Conte Working Group on Immigration Reform, co-chaired by Kane and Hoover Senior Fellow Edward Lazear. The working group is the result of numerous conferences, meetings, and conversations among academics, politicians, and Hoover fellows concerned about America’s current immigration system. The immigration working group aims to improve immigration law by providing innovative ideas and clear improvements to every part of the system—from border security to green cards to temporary work visas. The working group includes Hoover scholars and leading thinkers and reformers of immigration policy.
