This report is intended to assist readers in identifying and understanding the US Federal Government office spending patterns in order to provide the best chance of procuring information technology (IT) service contracts.
The Federal Government spent nearly $30 billion on IT service contracts in FY2013 through more than 1,500 different contracting offices. However, the top 25 offices, in terms of total dollars awarded for IT services, comprise the majority, 53%, of IT service contract spending. It makes little sense to devote extensive resources to offices that are awarding fewer and smaller contracts.
A fresh new approach was used to study how the Federal IT market spends resources on service contract awards. The top 25 offices were analyzed looking at spending patterns in relation to agencies and offices, procurement vehicles and prime contractors. The criterion used was spending by office, procurement vehicles used, program offices supported, reliance on small business, and services provided.
This report focuses on the top 25 offices in order to assist companies in concentrating their resources where they have the right capabilities, contract vehicles, and relationships for approaching these offices with a better chance of creating new partnerships and opportunities.
