Kilpatrick succeeds Paul Quick, newly appointed Senior Vice President and General Manager of the company’s Connecticut operations. Quick’s appointment is part of Frontier’s definitive agreement with AT&T, Inc., announced December 17, 2013, to acquire AT&T's wireline business and statewide fiber network that provides services to residential, commercial and wholesale customers in Connecticut. Frontier will also acquire AT&T's U-verse video and satellite TV customers in Connecticut. Upon approval of the transaction by the Connecticut Public Utility Regulatory Authority and the Federal Communications Commission, Connecticut will join New York and Pennsylvania as part of the company’s New Haven, Connecticut-based East Region. At the close of the transaction with AT&T, Connecticut will be the largest of Frontier’s 28 operating states.

“Elena is a proven leader who has achieved outstanding results in some of Frontier’s most competitive markets,” said Dan McCarthy, President and Chief Operating Officer of Frontier. “She has strong experience in all aspects of our business, including sales and marketing, call center management, engineering and operations. Elena has forged new business and community relationships, engaged employees and ensured unparalleled customer service. Her knowledge and experience with Frontier’s Pennsylvania markets, customers and employees will be an asset as she assumes leadership for overall operations and sales throughout the state.”

Most recently Kilpatrick was responsible for Frontier's Pennsylvania Northeast Region, where she had oversight for the markets of Montrose, Tunkhannock, Clarks Summit, Conyngham, Bangor and Pocono. She also managed Frontier’s highly competitive markets of Scranton/Wilkes-Barre/Hazleton, Allentown/Bethlehem/Easton, Harrisburg and Lancaster/York/Reading, where some of the company’s largest enterprise customers are located. Her tenure with Frontier also includes serving as General Manager of the company’s Northern Tier operations in Pennsylvania.

Kilpatrick was previously employed by the predecessor company Commonwealth Telephone Enterprises (CTE), where she served in a variety of senior sales management roles including Director of Sales and Marketing and Director of the Residential and Business Call Centers. Prior to CTE, Elena was affiliated with Bell Atlantic Nynex Mobile, holding management positions in the retail, channel development and product management areas.

Kilpatrick earned a Bachelor’s degree in Business Administration from Montclair State University. She is active with the Greater Scranton Chamber of Commerce and the Greater Wilkes-Barre Chamber of Business and Industry and serves on the Northern Tier Work Force Investment Board covering Tioga, Susquehanna, Wyoming, Lackawanna and Sullivan counties. Her prior community leadership roles include serving as the External Vice President for the Central Bradford Chamber of Commerce, and as a member of the Advisory Board for the Great Valley Technology Alliance (currently TecBridge) business plan competition. A graduate of Leadership Lackawanna’s Class of 2005, Kilpatrick resides in Clarks Summit with her husband, Jim, and sons John and Kevin.
