Interoperability and Deployability of Integrated Logistics Systems to Support the Modern Military

PALO ALTO, Calif., April 11 /PRNewswire/ -- Maintenance and repair information 'interoperability' is mandatory for future Integrated Logistics System (ILS) projects to achieve total asset visibility. Equally vital is the necessity for a proper ILS to include a deployable aspect. In a recently published white paper by Frost & Sullivan titled "Interoperability and Deployability of Integrated Logistics Systems to Support the Modern Military", the importance of ILS 'deployability' to enable 'foxhole to factory' supply chain capability is discussed.

More than a decade of military transformations (in many cases meaning reductions in force levels) have coincided with increases in both deployments and overseas commitments in the Global War on Terror (GWOT), peacekeeping and nation-building. Furthermore, military branches are challenged to become more expeditionary in nature -- with a mandate to be operating in theater in a matter of weeks rather than months, and to be able to sustain operations in situ.

Frost & Sullivan believes that an organization must have accurate and pertinent internal, historical and in-situ information in hand before it can hope to reliably share maintenance and parts-sourcing responsibilities with an outside entity. Battle-tested tools such as MIRO Technologies' WRAM Online have demonstrated ability to expedite this process. This visibility is important not only for order-of-battle and availability assessments, but also for service, repair and parts scheduling.

Minimizing the amount of required logistics support is a stated U.S. Department of Defense goal, and concrete strategies such as modifying fighting doctrine and reducing in-theater consumption requirements can help if conditions allow.

Leaner in-theater forces are relying on smaller logistics tails. This necessitates that accurate, timely information on condition, mission availability and parts requirements be visible throughout the military supply chain. The solution must be deployable if anything like total asset visibility is to be obtained. Traditional in-theater spares and margins for error simply do not exist anymore.

When confronted with aerospace material delivery times currently measured in years and the military's historical difficulty in accurately forecasting parts and spares needs, information transparency and/or total asset visibility is of increased importance. It may still take time for certain niche-specific parts of the aerospace manufacturing base to spool up; however, unambiguous needs from forward deployed forces are easier to act upon than a 5-year, budget-driven assessment. Decades of service specific, independent maintenance and logistics development has made wholesale, interservice transitions difficult.
